this is the context :
. Source level metadata attributes, as used in .NET, suggest a superior alternative in many cases
to the verbose XML-based deployment descriptors used since EJB 1.1. EJB 3.0 looks like it’s
heading down that road as well, but it’s a way off and will carry a lot of baggage.

And would you tell me how to translate the sentence --

Despite the promises that EJB would prove the key to scalability, EJB systems often perform
poorly and don’t necessarily scale up well. Although statistics are hard to come by, anecdotal
evidence suggests that the overhead of excessive use of EJB necessitates re-architecture or
causes outright failure in a significant number of projects.

I dont know what is causes outright failure in a significant number of projects.

sentence 1: Using metadata attributes is better than using XML. EJB 3 is going in that direction too, but it still carry lots of overhead.

sentence 2: <b>Overhead of EJB</b> required re-architecture or cause outright failure.

Now about the context, I don't think this author knows what he's talking about, and I wouldn't pay too much attention to it.

Proper use of EJB and carefully planned design allow you to have a scalable application and long lasting architecutre. Separation of layers enforce everyone to code according to the structure. Lack of such structure in .NET can easily turn any large scale applications into a pile of spaghetti code.
