mandatory means required, but in a stronger tone. something or some rules one must follow or obey, often describe rules or laws set by authority.

The noun is "mandate", means command, or order from higher authority.

For example:
1. Professor says in CSE101, class attendance is mandatory, each absence counts as 10% deduction from final grade.
2. Two years military service is still mandatory for young men in Taiwan.
