if the consulting company has enough experience, it can give an accurate project estimate. And many clients are fed up with ever delayed and unexpected additional development cost, and prefer to pay by deliverable.
However, we all know the initial project requirements will be changed countless times. If so, consulting company can charge more for every modified requirements, so time-based payment will likely be cheaper in this case. If the initial design is good and don't need changes (rarely in real life), then deliverable based payment is probably better. it's all up to clients' preference.
