At the risk of stating the obvious, this option is always available and often neglected. Designers of applications have many options to hide portion or entire databases from browsers.

I think he means the obvious reasons like displaying all data will take too long, or it's safer to expose as little data as possible for security.

Author assumes that readers know these obvious reasons, so he doesn't have to waste time to repeat what everyone already knows.
