snake oil, 字典的翻译：蛇油，万灵油，一种贩卖者声称能治各种疾病，实际上并无用处的药方。

一般来说，snake oil 就是推销员吹得天花乱坠的新产品，其实并无实用，还有可能是假货。

So in the sentence "JDO is not snake oil", I believe the author try to make a point that JDO can be a useful tool, not just another hype.
