benchmarking means you know the performance of some base system, and then you run same sets of tests on the your new system and then compare test result with the base system.

For example, say Pentium 100Mhz's performance is 1. so if Pentium4 3.0Ghz can run the same program in 1/20th the time of Pentium 100Mhz used, then we can say P4's performance is 20x of Pentium 100's.
