sentence 1: Using metadata attributes is better than using XML. EJB 3 is going in that direction too, but it still carry lots of overhead.
sentence 2: <b>Overhead of EJB</b> required re-architecture or cause outright failure.
Now about the context, I don't think this author knows what he's talking about, and I wouldn't pay too much attention to it.
Proper use of EJB and carefully planned design allow you to have a scalable application and long lasting architecutre. Separation of layers enforce everyone to code according to the structure. Lack of such structure in .NET can easily turn any large scale applications into a pile of spaghetti code.
