From its api doc:
This distribution contains classes which have been removed from the core Struts distribution but may still be of interest.

The classes are considered "stable" but are not actively maintained. (Hence, the name "legacy".)

Class Summary
GenericConnection - Generic wrapper implementation of a Connection that works with GenericDataSource to wrap connections for any JDBC driver.
GenericDataSource - Generic data source implementation of the DataSource interface.

In RC2, the Commons-DBCP and Commons-Pool dependencies have been removed. These are replaced with a dependency on the Struts-Legacy package, containing the GenericDataSource and GenericConnection classes from Struts 1.0.2. These are distributed for J2SE 1.3 but may be recompiled for J2SE 1.4. Other DataSource implementations may be plugged in (recommended).

Have you heard of or read the use of the word legacy in the computer/computing industry?
I don't know what legacy is translated to. The word means 遗产, in particular something from the ancestors and to be treasured. However, in our industry, legacy is used negatively, on something to be get rid of, almost trashed, but has to be kept for a period of time because of "historical" resaons.

In Struts 1.1 case, the GenericConnection and GenericDataSource classes are packaged to provide compatability to applications that was developed for pre-final release of Struts 1.1 and used Commons-DBCP and Commons-Pool.
If someone continues to use Commons-DBCP and Commons-Pool in Struts 1.1 Final (or later release), this struts-legacy.jar has to be in the library.

大侠明白legacy这个字的意思吗？
legacy在英文本来指遗产，即是祖先传下来、有纪念价值的。
但是咱们电脑人用legacy一般都是比较负面的，通常指为了兼容旧产品而保留的“鸡肋”━━小的的中文水平不好，希望没有误导大家啦！ Embaressed

Strut 1.1 Final (RC2) 弃用Commons-DBCP and Commons-Pool，如果用beta版和RC1版开发的webapp用了它们，升级到1.1 Final版时又要继续使用的话，就要用到这个struts-legacy.jar来解决这个历史遗留下来的问题啦！

希望大侠能理解，然后用优秀而且准确的汉语说清楚啦！
