According to the documents of webmethods, JDBC Adapter nofication is not supportted in clusters due the reason IS does not coordinate the
order of the message in clusters.
unfortunately, database notification event is order related.

so how to solve the question using JDBC Adapter nofication in clusters?

参考一下了，应该已经可以在cluster环境中使用JDBC nofication了。

The webMethods Adapter Technologies team is pleased to announce the availability of support for polling notifications in a clustered server configuration. This support is available now by installing IS_6-1_Fix6 on Integration Server 6.1 and it will be incorporated in a later planned Integration Server release.

This fix enables the coordinated execution of polling notifications within a webMethods Integration Server cluster. It provides the ability to enable multiple instances of the same polling notification in a cluster, and to coordinate their schedules and execution.

Users of the webMethods JDBC 6.0.3 adapter have expressed interested in this support. Information specific to implementing this feature for the JDBC 6.0.3 adapter is available from the IS_6-1_Fix6 download area.
