你的用例图缺少一个重要的Actor:普通用户,从安全角度只指向查询用例.
而管理员从系统的使用上是普通用户的特例,所以generalize from 普通用户.

用例的特征：
代表一个完整的功能
用例总是由角色来驱动
用例为角色提供值
用例具有完整性

本人意见：
装载记录，它应是包含在检索记录的一系列动作之一，没有必要把他划分开来。用例没必要细化到这种程度。另外，它破坏了完整性规则。

以上意见仅供参考

你的用例的粒度太小了吧，不是一个动作就是一个用例，一个用例可以拥有很多动作。
