GridBagConstraints c=new GridBagConstraints();
c.gridx=policex;
c.gridy=policey;
GridBagConstraints d=new GridBagConstraints();
d.gridx=thiefx;
d.gridy=thiefy;

policex、policey在police类里面只是一个局部变量，而且你前面没加对象名，不明白你的意图！
thiefx、thiefy是指thief类中的x、y么？
书上应该不会这么列出来吧！
