至于为什么sun要提供这样的构造函数，不得而知
据我猜测，估计是给程序员一个控制空间使用大小的方式
或许，某些情况下，让StringBuffer一直自动增长，也不是件好事儿
程序员可以初始化一个大小后，在后面的insert,append之类的操作中，都以这个初始值为标准，控制大小
