my software environment: windows server 2003 standard, cvsnt 2.0.4

i have created a new user "testUser" in windows. It belongs usergroup "users".
why i can login by using administrator, but can't by using testUser?
what is "Impersonation failed - configuration error" mean?
here, "robin" is my machine name.
